Manager of Policy and Advocacy

Kayla Frawley is the Manager of Policy & Advocacy at Clayton Early Learning, co-convenes the Raise Colorado Coalition, and manages the Parent Ambassador Program - bridging parent leadership and state policy. She is a former Maternal-Child Health Educator at Denver Health, a former faculty member of the Birth Equity Leadership Academy with HealthOne Connect and a single mom in Denver, Colorado. As a former Midwife and former Midwifery educator, Kayla taught for the Association of Texas Midwives. She successfully introduced new curriculum that further addressed perinatal racial disparities, Trauma Informed Care and anti-oppressive practices for midwifery students in three different Midwifery Education and Accreditation Council (MEAC) institutions in the US. Kayla received her Midwifery training at Maternidad La Luz, located in El Paso, Texas – serving families predominantly from Ciudad Juarez and the state of Chihuahua, Mexico; she has worked with Spanish/English speaking communities for 10+ years. She received her Bachelors of Arts in Cultural Anthropology, specializing in Medical Anthropology from New Mexico State University – where she is currently pursuing a Master’s in Public Health, specializing in community health & social welfare policy. 

Approaching work with the midwifery model of care- seeing the person as the expert in their own experience -Kayla thoroughly enjoys working with single parents, young parents, immigrant families and families that experience homelessness. She believes parents are the sleeping giants, and when one parent is given the tools they need they change entire generations. Kayla also currently serves as the Community Engagement Chair on the Denver Women's Commission and is in the 2021 Colorado EMERGE cohort, dedicated to training democratic women to run for office.
